VFR arrivals typically require a Russian navigator due to Russian-only charts, though exceptions may be arranged with official support. GPS signal loss has occurred during arrival and departure, possibly due to weather or interference; backup navigation is advisable. Dedicated business aviation Terminal 3 with its own customs exists but incurs high costs around €2000; alternative handling through the main terminal is possible, with total costs about €350 in one example. Handling and terminal fees can reach €4000 or more, with landing fees about €20. Payment is generally via advance transfer; cash and credit cards are not accepted by some agents. No Avgas is available at the airport.
Ground handling agents such as MAK General Aviation Services, Shannon Business Aviation, and Rusaero facilitate permits and procedures, often requiring Russian language support for private flight status explanations during customs and crew control. Long taxi times are possible due to airport layout. For easier GA access and lower costs, parking at ULSG Gostilitsky after clearance at ULLI is sometimes recommended.
