We were there about 10 years ago. Large airport and already very expensive back then. I wanted to go there this summer. Handling is mandatory. The quote for 2 Crew and 2 Pax comes to over 1'000.- Euro. Pax are charged 150 per leg (out/in) each. We could possibly have registered everyone as Crew, but the 'risk' wasn't worth it to me. Following the quote I contacted AOPA Estland. They were not aware of this and have initiated talks. Whether and when that will achieve anything remains to be seen.
